Drilling Contracts Specialist - KL

Job Description

• Development and execution of contracting cycle per established company and client policy and procedure, including contract strategy, tender plans, bid packages, commercial evaluations, award recommendations and contract formation;
• Ensure contract-related submissions made to client PSC Supervision group are made at the appropriate time, in the appropriate format and with full participation and endorsement of tender committees and interested stakeholders;
• Evaluate existing PSC contracts for farm-in consideration; obtain necessary approval (PSC, Client and Contractor), and execute farm-in strategy for those contracts that are the best value to company;
• Coordinate with Well Engineering to identify and order long lead items, including internal approval process, generation of procurement documents and final coordination with supplier to ensure lead times and deliveries satisfy drilling schedule;
• Establish and maintain a comprehensive contract register of planned and current contracts to ensure all required contracts are identified, tracked and finalized well in advance of project commencement.
• Administer contract activation by reviewing Contractor execution plans, issuing mobilization notices and coordinating kick-off meetings to ensure Contractor is fully operational prior to project commencement;
• Provide direction, training and consultation to company Well Engineering Team on issues related to contract development and contract maintenance to ensure conformance to company and client procurement policies and procedures;
• Support execution phase by administering the call-off process for contracted goods and services, including logistical coordination with company Supply Base, to ensure Contractor services are provided in accordance with project schedule;
• Assess change order requests, make appropriate recommendations to management and support all negotiations leading through agreement of the change order/amendment by both commercial parties.
• Track and monitor contract commitments and expenditures within Company systems to ensure contracts are sufficiently funded and within ACV; develop cost projections and reports that summarize contract spending and remaining ACV;
• Monitor Contractor performance and maintain contract management plans to minimize risks and threats to project success (performance metrics, performance reviews, feedback, etc); participate in contractor performance reviews as required;
• Ensure claims, disputes and warranty issues are resolved in accordance with contractual terms.
• Review and validate Contractor invoices to ensure conformance to the contract.
• Develop and execute close out process for contracts while ensuring a successful handover to Operations.
• Mentor and share knowledge with Malaysian staff on execution of Supply Chain strategies an operational excellence.

Job Requirements

• Bachelor’s Degree in Engineering or Business Administration
• 10 years experience in:
 Negotiating and managing drilling and related services contracts.
 Development and application of contractual terms and conditions
 Major oil/gas tendering and contract administration
 Familiarity with drilling services including rig operations, logging,
casing, cementing, logistics, consumables, wellheads, completion
equipment and oil country tubular goods (OCTG)
 Proficient in Microsoft packages (MS Word and MS Excel PowerPoint)
 Expertise in integrated finance and procurement (ERP) system
applications such as SAP, Maximo or PIMS

QC Piping Inspector - Lumut

Job Description


• To carry out material verification for cutting.
• To carry out Fit up / Visual inspection check upon fabrication stages complete.
• To request and monitor NDT activities for all spools and pipe installated.
• Before Hydro testing activities:
• To carry out Line check / walk for all completed system and do the punch listing.
• To review and verify Hydro test Package requirement with;
• Latest P & ID.
• Latest modification mark-up in ISO Drawings.
• WIS shall be tallied with the latest modification mark-up ISO drawings.
• Punch list to be attached.
• Pipe work overview sheet; - DWG:No / Line no./ Spool No -
• Pipe work check sheet; - P & ID / DWG No./ Line no. / Spool no.-
• Calibration certificates witness by client for pressure gauge and recorder.
• Water analysis certificate.
• Hydro test activities shall only be perform or carry out after completion of visual
inspection / NDT /PWHT (If any).
• During Hydro testing activities;
• To check all equipment and tools are in place and installed properly.
• After Hydro testing activities;
• Prepare the hydro test report and check sheet, and submit to client for sign off.
• Carry out blow dry activities and notify client to witness the activities.
• Prepare and submit Red line mark up to all ISO drawings change during erection.
• Ensure that the requirements of ITP are performed correctly.


Job Requirements


• Minimum academic qualification: SPM
• Minimum 3 years relevant working experience in piping.
• Required Trade Skills / Certificate: CSWIP 3.1 / PCN LEVEL II

Contract Admin / Engineer (oil & gas) - Lumut

Job Description

• Day to day Project Contract Administration.
• Ensures all variations and change orders are accurately evaluated, documented and submitted.
• Prepares variation order and change order schedules and reports on status.
• Co-ordinates contract review activities.
• Prepare contract deliverables i.e. project Change Order Procedure and Invoicing Procedure.
• Enforcement of other department to facilitate Site Instruction/Field Instruction for his change order preparation.
• Co-ordinates the activities of the dedicated project control groups at all locations, providing cost control, planning, purchasing, quantity surveying, document and control, ensuring project procedures and systems are implemented and approved.
• Ensures the project management receives accurate reports to assist in the monitoring and control of the project.
• Ensures Project Milestones and targets are identified and included in the overall project plan.
• Evaluates and Approves third party (subcontractors) invoices for payment.
• Supervises the preparation of all invoices and milestone payment requests to client.
• Compile/Review all contractual documents of all Sub-Contractors/Suppliers
• Provide support to the Contract/Project Team when necessary
• Perform any other duties assigned by the immediate Supervisor.
• Liaison with project accountant to compile and submit invoices, payments and etc.
• Attend weekly meeting as minimum.


Job Requirements

• Diploma or Degree in Quantity Surveying/Building / Legal / Construction Management or equivalent.
• 1-3 years working experience with Contractors or Consultants contract administration.
• Tendering experience an added advantage.
• Hands-on-preparation of Bills of Quantities preferred.
• Familiar with project costing and contract administration.
• Good negotiation skills and nature disposition with a sense of urgency.
• Good in measurements, bills preparation, cost analysis and variation orders.

Civil Engineer - Lumut

Job Description

• Supervision of building or structural works
• Assist Construction Managers on site operation
• Liaise with relevant boards and sub contractors
• Facilitate architecture reviews and be in charge of quality, cost and delivery (QCD) OF projects
• Work with consultants, contractors and suppliers to execute the works
• Assist the Construction Manager in the implementation of projects which are under construction and those scheduled of construction
• Assist the Construction Manager to liaise with the authorities for the smooth implementation of works
• Monitor the projects progress according to the approved work programs and produce the site progress reports and issues affecting it to the Project manager

• Responsible for sourcing and recruitment of all sea staff for the Company's managed vessels.
• In charge of the logistics and administration of crews signing on and off vessels.
• Liaise with overseas manning agents on staff deployment and their welfare.

Job Requirements

• Possess at least COC Mate Class 3 with experience as 2nd Officer onboard a commercial vessel.
