Drilling Contracts Specialist - KL

Job Description

• Development and execution of contracting cycle per established company and client policy and procedure, including contract strategy, tender plans, bid packages, commercial evaluations, award recommendations and contract formation;
• Ensure contract-related submissions made to client PSC Supervision group are made at the appropriate time, in the appropriate format and with full participation and endorsement of tender committees and interested stakeholders;
• Evaluate existing PSC contracts for farm-in consideration; obtain necessary approval (PSC, Client and Contractor), and execute farm-in strategy for those contracts that are the best value to company;
• Coordinate with Well Engineering to identify and order long lead items, including internal approval process, generation of procurement documents and final coordination with supplier to ensure lead times and deliveries satisfy drilling schedule;
• Establish and maintain a comprehensive contract register of planned and current contracts to ensure all required contracts are identified, tracked and finalized well in advance of project commencement.
• Administer contract activation by reviewing Contractor execution plans, issuing mobilization notices and coordinating kick-off meetings to ensure Contractor is fully operational prior to project commencement;
• Provide direction, training and consultation to company Well Engineering Team on issues related to contract development and contract maintenance to ensure conformance to company and client procurement policies and procedures;
• Support execution phase by administering the call-off process for contracted goods and services, including logistical coordination with company Supply Base, to ensure Contractor services are provided in accordance with project schedule;
• Assess change order requests, make appropriate recommendations to management and support all negotiations leading through agreement of the change order/amendment by both commercial parties.
• Track and monitor contract commitments and expenditures within Company systems to ensure contracts are sufficiently funded and within ACV; develop cost projections and reports that summarize contract spending and remaining ACV;
• Monitor Contractor performance and maintain contract management plans to minimize risks and threats to project success (performance metrics, performance reviews, feedback, etc); participate in contractor performance reviews as required;
• Ensure claims, disputes and warranty issues are resolved in accordance with contractual terms.
• Review and validate Contractor invoices to ensure conformance to the contract.
• Develop and execute close out process for contracts while ensuring a successful handover to Operations.
• Mentor and share knowledge with Malaysian staff on execution of Supply Chain strategies an operational excellence.

Job Requirements

• Bachelor’s Degree in Engineering or Business Administration
• 10 years experience in:
 Negotiating and managing drilling and related services contracts.
 Development and application of contractual terms and conditions
 Major oil/gas tendering and contract administration
 Familiarity with drilling services including rig operations, logging,
casing, cementing, logistics, consumables, wellheads, completion
equipment and oil country tubular goods (OCTG)
 Proficient in Microsoft packages (MS Word and MS Excel PowerPoint)
 Expertise in integrated finance and procurement (ERP) system
applications such as SAP, Maximo or PIMS
